The Administrators, also knows as the Twins, or simply Her and Him, are notable characters that appear in NieR Replicant ver.1.22474487139... and NieR Reincarnation.
Story
Background
With the creation of the quantum server, He was created to observe humanity's history recorded within it. Though he could observe memories of the past, he could never intervene, and so began to absorb humanity's painful emotions in order to better understand them.
He discovered that the server not only contained memories of the present, but records of the future as well. After witnessing His own birth, He realized that history was repeating itself in a time loop. He began to despair in His loneliness and continuous observation of humanity's cruel, repeating fate.
Eventually, in an effort to change the perpetual repetition, He made a wish to escape, resulting in noise appearing within the quantum server. Divergent timelines appeared as branches, leading Him to learn of the endless possibilities brought about by the choices people make. In order to change his own fate, He decided to make a choice and create Her, another version of himself.
He taught Her how to access memories within the server, and the two continued observing humanity's looping history. Though witnessing the memories was painful, the two Administrators were able to support each other.
NieR Replicant ver.1.22
He hoped and believed that, one day, an individual would be able to create a new history in which humanity was saved from extinction. The pair waited for an eternity until Kainé entered the quantum server. Recognizing her as a Singularity with the potential to create a new timeline, the twins test Kainé's potential. With the destruction of the server, believing humanity's revival would be fulfilled, He was filled with joy before perishing. However, She was only scattered and became alone as He once was.
The Lost World Appendix ver.1.22
After Ending E, He wakes alone on a misty beach, unable to access any data, and wonders if he's in the afterlife after finding himself in a flesh body. Drawn into a strange forest and castle, he recalls having observed Kainé many times in endless cycles of trying to access the quantum server, driving him to create Her. As he climbs the Tower, memories of Project Gestalt, the Dragon, the Black Scrawl, and Kainé's miracle flood him, leading him to an apparent acceptance that he's performed all of his duties. Yet, upon reaching the topmost chamber, he suddenly fears nonexistence and is driven by a desire to meet Her again, who gave meaning to his life. Against jet black tendrils, rigid cold temperatures, mountains of needles, and nightmarish serpents, he curses the world and presses on in fits of crazed laughter, determined to see Her again, even if it means enduring endless suffering.
NieR Reincarnation
While He vanished after being defeated, She was only scattered and became a lone observer as He once was. After an eternity alone, She encountered a damaged Red Girl after the end of the 14th Machine War. Despite wanting to offer the Red Girl salvation, she was beyond repair, and so was ultimately assimilated by Her.
Having absorbed the Red Girl's data, She became angered from the girl's hatred and stained red in color. She blamed the feelings of loss on having not always been alone, and subsequently decided to freeze both the Earth and the flow of time. She also used the Red Girl's power to transform the Earth into a network of stone structures resembling the Aliens' homeworld, which eventually had a similar transformative affect on The Cage.
Wanting to destroy humanity's memories as a means of "salvation," She sent viruses into The Cage in the form of the black birds and malformed creatures born from humanity's memories. She also summoned the entities known as Papa and Dark Mama to start guiding Hina and Yuzuki in the convergence of The Cage's sun and moon, an event that would open a more direct path for attack.
By the time Mama arrived on Earth with the Cage residents, She had relegated herself in stasis within a structure known as The Birdhouse. Mama hacked into Her and entered an area representing Her heart. The space was guarded by imitations of Her and contained spiraling objects thought to be viruses created within Her heart.
She ultimately attacked the group, resulting in damage to Mama, Fio, and Levania. The remaining Cage residents fought Her and sent Fio and Levania their power to defeat Her. The pair's power was eventually drained, and She sealed Fio in stasis. However, through Levania, external characters from The Cage entered the conflict, resulting in the defeat of Her.
In the wake of Her defeat, the Administrator decides to escape to a divergent timeline branch, but Fio intervenes. The Birdcage and surrounding stone towers crumble, with stagnant machine lifeforms and YoRHa androids awakening amidst the rubble. Now with a physical form, Fio and a reluctant Her also awaken under a blue sky.

Her and Fio travel the desert on Earth, searching for Him's whereabouts.
Trivia
- The Administrators bear a resemblance to YoRHa No.2 Type B and YoRHa No.9 Type S from NieR:Automata. In addition, both the English and Japanese voiceovers feature the same voice actors. They are credited for the role of "? ? ?" in the credits for all endings except E, in which their roles are listed as simply "Boy" and "Girl."
- According to Yoko Taro, there is a reason behind their voice actors, but it is left up to fan interpretation.[2]
- The Lost World, the short story from which NieR Replicant ver.1.22's Ending E was adapted, features only one Administrator figure, described as resembling a boy.
- The The Lost World Appendix ver.1.22474487139... confirms this is Him, in the first of many cycles he had experienced.
- In The Lost World Appendix ver.1.22474487139..., it is stated that Kainé entered the quantum server, destroyed Him, and successfully achieved her goal "countless times" in the repetition of history prior to the creation of Her. His observation of the repeated miracle was one of the reasons He created Her.[3]
